    It's official, the mother board is too expensive to replace. Scapped the Toshiba and bought a Dell. However it was an adventure trying to figure out the problem. Thanks for all the advice. Be safe and please pray before casting your vote come November.

    Okay, just spoke with the tech at the computer store and he told me the mother board is fried. I do not think it will be worth repairing, but I am waiting on a price from the store owner just to see what it'll cost. Thanks again for all the info and tips yall. Be safe.

    I wanted to check the inside for dirt and dust, but did not want to break the computer Further attempting to take it apart. I checked and unfortunately the warranty has expired. The guy at the shop mentioned the fan, so hopefully I'll have a report tomorrow.
