I have multiple Burris XTRII 5-25x50, one XTRIII 3.3-18, and one XTRIII 5.5-30x56. I run these in PRS for multiple years.

Look at the Burris XTRII on closeout for $600ish - that will leave money for rings, rail, etc. The XTRII is mechanically sound but has mediocre glass. There are some XTRIII 3.3-18 floating around for $900ish that have better glass. I run multiple XTRIIs on rifles and a XTRIII on my main PRS...
I do not jump out of airplanes or ride around in Bradleys anymore, these are working fine on multiple ARs for me. If I was using for PRS or such I would get "better".
For 200 yards max you will not need to dial or use various BDC reticles with an appropriate zero. Look at the Leupold LPVOs in the Freedom line. Leupold had a series of LPVOs for LE use which are great if you can find used.
Steiner PX4 is great suggestion if you can spend more
