I'm taking that the rounds want chamber are the ones fired from a different rifle.
If this is the correct, then your are going to have to bump the shoulders back,(head space), so turn your dies down to the shell holder, with cam over and thy hopefully will chamber then.
And get the tool that...
Ease your die down a bit and to kiss the shell holder and size it and see it will chamber then.
Make sure that your case length is within the specs. if they are too long, that may be where your problem is.
You can also remove the expander ball to keep from stretching the neck any more.
Also. when you was re-sizing the cases on the down stroke was it hard to pull the case out of the die?
If so you stretched the case to the point where the shoulders are contacting and not allowing it to chamber.
Spray on lube can cause this by not dying long enough or being to dry. If this is...
