I've already told the op this but you are better off just buying a semi receiver and building off that vs having someone as myself Tig weld up a flat and the kit trunnions. While it can be done it just doesn't make financial sense to do it.
Yes if the SOT or FFL is given up it can lead to a quicker turnaround time. Source what my local ATF agent has told me. I kind of got the feeling that if that was going to be the case the FFL needed to make sure the ATF new they had pending form 4s, but idk about that part..
I've done a few form 4 to form 4. As stated above it's paper but generally half paid up front half paid when approved. Simple document written up as a selling agreement. Current owner keeps it until approved, respectfully doesn't shoot it during the wait not that I would have cared.
