If they were once fired shouldn't be anything in there. If you weren't the one that shot them it looks like the work of a bored 5 year old. Usually you'll find dirt, stuck tumbling media, bugs, spider webs etc. I'm thinking bored kid.

Once had large breaker wouldn't reset. Drilled hole the size of red tube on WD40, drilled into face of breaker just enough to clear the plastic thickness. Then stuck WD40 red spray tube into hole & gave it a shot. Worked breaker, finally the WD40 reached the problem and breaker was fine.
